I understand it's silly politics, but given that the Gay Marriage Ban failed in 2004 and the Senate failed to pass it today, why is the House bothering tp vote on it?
To force legislators into a vote of record, I'd guess. This is a reelection year. "I know my opponent has represented you well for twelve years, but he voted for/against that! Clearly he doesn't know what the real threats to Our Way of Life are! Vote for me instead!"
