But who was in charge of Congress at those times? For Regan and Bush Sr., it was the Dems in charge, Newt and the neo-con GOP for Clinton. Shrub is the anomaly, but I blame the war for that. It's a cute cartoon, but an oversimplification to suggest the president has any control over the economic condition of the country. The causes run much deeper than that.
